Security Permissions for Dashboards
Security permissions determine a user's access to functionality in the Dashboards app.
If a user has the Dashboards app added to their left navigation, then they will be able to view the Dashboards app pages for the workspaces, projects, portfolios, and programs that they have access to. This includes the ability to view all dashboards.
To add, edit, or delete workspace, project, portfolio, or program dashboards, a user needs certain security privileges defined in that object's permission set. To add, edit, or delete charts, which are created in workspaces then inherited by child objects, a user needs privileges defined in the workspace permission sets.

Data Access
Regardless of your access to the Dashboards app, you still need to have access to the data on a dashboard to see the content. For example, if you configure a project dashboard widget with cost information on it, and you do not have access to view a project's cost data, then you will not be able to view it on the dashboard, either.
