At the portfolio level, the Resources app enables you to develop the portfolio resource plan you will use during project execution. On the Resource Planning page, simulate different project selection scenarios based on your organization's resource constraints. Send the best plan to your stakeholders for review and approval. Use the Scenario Comparison page to compare scenarios during the project selection process.

Portfolio resource planning involves selecting the right projects to execute based on their high-level resource demands. Before you can begin resource planning, you must first create workspace-level roles, assign them to the projects in your portfolio, and specify the labor units for each project.
